Home inspectors are not regulated or licensed in the State of Ohio. There is a position paper on Home Inspector Licensure which is a Feasibility Study for the State of Ohio. Prepared by The Belmont Architectural Heritage Center of Belmont Technical College this paper is a must read for inspectors in any state. Basically this well written paper states that home inspector licensing isn't needed because there is no statistical difference in the findings they received from licensed versus non-licensed states. However, even though the paper finds no need for state licensing, it does list the reasons for pursuing home inspection regulation:
Despite the survey data offering little evidence that licensing home inspectors minimizes poor inspections, in our opinion, it appears the fundamental reasons for pursuing a licensing program are to:
- Help to distance real estate agents and home inspectors from each other in the real
estate transaction by:
o Removing the responsibility of “qualifying” home inspectors from real estate agents and transferring it to the state; and
o Creating a legal barrier to limit liability for real estate agents in the event of a bad inspection. - Address the professional disparity between home inspectors and real estate agents, appraisers, and all other professionals associated with a real estate transaction who are required to be licensed.
- Provide the public with a formal recourse for filing complaints against home inspectors, and otherwise have a governmental agency to enforce penalties.
- Further professionalize the field of home inspection.
