New Jersey Home Inspector Advisory Committee Continuing Education Information

i-Course has been approved by the Home Inspection Advisory Committee to offer courses for Continuing Competency of Home Inspection for the biennial licensing period ending April 30, 2009.

Home inspectors are licensed in the State of New Jersey by the Home Inspection Advisory Committee, which under the State Board of Professional Engineers and Land Surveyors, licenses home inspectors and regulates the home inspection profession. The state of New Jersey has both pre-license and renewal education requirements.

New Jersey requirements for Licensure as a home inspector under P.L. 2005,c.201:

A) Complete APPLICATION and pay $125.00 fee.

B1) PROOF OF EDUCATION -Please provide proof (certificates awarded by the school) that you completed the 180 home inspection approved course of study, which shall include not less 40 hours of unpaid field based inspections under the supervision of licensed hour home inspection, as provided by the school providing the course of study.

If you have completed or will complete the previously approved 300 hour home inspection course of study by October 26, 2006, from a school approved by the New Jersey Department of Education please provide proof thereof (certificates awarded by the school). The 300 hour home inspection approved course of study will be accepted if completed by October 26, 2006, in lieu of the 140 hours of home inspection course work as prescribed in the new 180 hour home inspection approved course of study. Applicants who wish to receive credit for the 300 hour course of program study MUST complete 40 hours of unpaid field based inspection in the presence of and under the direct supervision of a licensed home inspector.

B2) PROOF OF 250 HOME INSPECTIONS- Submit a list of 250 fee paid home inspections performed in the presence of and under the direct supervision of a licensed home inspector who supervised and takes full responsibility for the inspection and any report produced. After the Committee receives your application the Committee office will randomly audit this list and request 10% (25 home inspection reports) be submitted for evaluation. You must also provide PROOF OF SUPERVISION by submitting the Certification(s) of on -site direct supervision under a licensed home inspector which must coincide with the list of 250 inspections provided.

C) PROOF OF INSURANCE pursuant to N.J.S.A. 45:8-76 and N.J.A.C. 13:40-15.7, every licensed home inspector engaged in the profession of home inspection shall secure, maintain and file with the Committee, proof of a certificate of an errors and omissions insurance policy in the minimum amount of $500,000.00 per occurrence. Therefore, please instruct your insurance carrier to submit proof of this coverage by providing an original certificate of insurance, stating all individual(s) covered under the policy, directly to the Committee office with your application number prominently referenced on it. COPIES OR FACSIMILES WILL NOT BE ACCEPTED. Finally, the Home Inspection Advisory Committee MUST BE REFERENCED AS A CERTIFICATE HOLDER in the event that the policy is renewed, altered or canceled.

D) PROOF OF EXAMINATION- Proof of successful completion of the National Home Inspector Examination (EBPHI) in form of the original score card.

New Jersey requires 40 hours of continuing education every two years; 13:40-15.14 Continuing Education Requirements

13:40-15.14 Continuing education requirements
(a) The Committee shall not issue a license renewal unless the applicant attests, when submitting the renewal application sent by the Committee that he or she has completed courses of continuing professional education of the types and number of units specified in (b), (c) and (d) below. Falsification of any information submitted with the renewal application may result in penalties and/or suspension of the license pursuant to N.J.S.A. 45:1-21 through 2 and N.J.A.C 13:40-15.20
(b) Continuing education unit requirements for biennial license renewal are as follows:

1. Each home inspector shall be required to complete during tile preceding biennial period a minimum of 40 units of continuing education in courses and programs as provided in (c) and (d) below.

2. Persons receiving initial licensure as home inspectors shall complete continuing education requirements prorated as follows:

i. Any person receiving initial licensure as a 'home inspector in the first year of a biennial registration period shall complete a minimum of 40 continuing education units before the end of that biennial registration period; and
ii. Any person receiving initial licensure as a home inspector in the second year of a biennial registration period shall complete a minimum of 20 continuing education units before the end of that biennial registration period.

3. A licensee who completes more than the minimum continuing education units as set forth in (b)1 above ill any biennial registration period may carryover no more than 10 of the additional units into a succeeding biennial period, but only if the units were earned in the last six months of the preceding biennial period.

4. Any continuing education units completed by the licensee in compliance with an order or directive from the Committee as set forth in (h) below may not be used to satisfy tile minimum continuing education requirements as set forth in this section

5. A licensee on inactive status who seeks to reactivate his or her license shall submit to the Committee proof of successful completion of continuing education units as set forth in N.J.A.C. 13:40-15.10(a), (b) and (c) above, as applicable.
